Leadership is defined as a process by which a person influences others to accomplish an objective and directs the organization in a way that makes it more cohesive and coherent. Leaders accomplish this by applying their attributes, such as values, ethics, character, knowledge, and skills. Although your title as an officer, manager, team leader etc. provides you with the authority to accomplish certain tasks and objectives in the organization, this power does not make you a leader...it simply makes you the boss.  

People may follow orders from a superior, but they will not follow that individual, only because of a title.  Leadership differs in that it makes the followers want to achieve high goals, rather than simply ordering people to do so.  Leadership is earned over a period of time by setting the example, identifying the mission, and providing clear and definitive guidance to achieve the goal.  

Leading during crisis is both very challenging, and of utmost importance.  Effective management of a crisis is the direct result of the understanding that proper planning and training well in advance, is essential to success.

Effective emergency management relies on thorough integration of emergency plans at all levels of government and non-government involvement.
